A man living in the 7700 block of Garden Grove Avenue has been exposing himself from his bedroom window and screaming at neighbors, according to residents in Reseda.
The man has been making lewd gestures to adults and children as he stands outside his window. Neighbors say he rents out several sheds in his backyard to transients.
One woman who asked not to be identified told reporters she hears the man screaming at 2 in the morning and 3 in the morning. The screaming continues until the next morning.
Residents say the man's actions leave them so unsettled they sometimes fear taking out the trash.
According to residents in the community, police have been called about 150 times regarding the man. Officers have said there is little they can do.
City Councilmember Nithya Raman said she is aware of the situation. Her district includes Reseda.
"Our office has just been made aware of the situation, and we are actively looking into it," a statement by Raman read.
Raman added that every resident deserves to feel safe in their neighborhood.
"It is also clear that the individual at the center of this situation is in need of serious support and services," Raman said.
The councilmember said her office will contact relevant city departments to ensure the matter receives appropriate attention.
